A Bengali hotel owner seeks approval from the local MLA, Raja Bahinipati, to build a hotel in a village controlled by the notorious crime lord, Babu Jena. Giving in to greed, the MLA enlists the help of another thug, Nilu, to force out the fishermen living in the area.
Gangs of Puri tells the tale of an age old rivalry between two leaders, Babu Jena and Loka Nana, which gives rise to a new powerful figure in the town, sparking a violent conflict that threatens to consume them all.
